INSTRUCTIONS AND SPECIFICATIONS
BIDS FOR THE COLLECTION AND DISPOSAL OF CERTAIN SOLID AND YARD WASTE MATERIALS
INSTRUCTIONS TO BIDDERS
1. All bids shall be submitted to the Village of Jeffersonville attention Village Administrator Stephanie Stewart at 8 N. Main Street Jeffersonville, Ohio 43128, no later than 4 PM on March 24, 2026. Bids will be opened by the Mayor on March 26 2026. A bid will be awarded on March 26. 2026. at 7:00 P.M.by the Village Council at the address above.
2. Bidders must submit a firm and conforming bid per collection unit including all Federal state and local taxes. Bids shall not include any tipping, export or other waste disposal fees levied by the State or any local government. Certificates of Workers' Compensation, liability insurance and EPA compliance should accompany the bid.
3. All bidders must use the proposal forms included in this set of instructions and specifications. A letter of transmittal and any explanation desired may be attached with the proposal forms.
4. Each bid MUST be accompanied by a certified check or bid bond, payable to the Village of Jeffersonville, executed by the Bidder, in the amount of Five Hundred Dollars ($500.00) as a guarantee that if the bid is accepted a contract will be entered into within ten days from the date of notice of award. All certified checks will be returned to the unsuccessful bidders as soon as the contract has been awarded and the successful bidder has properly secured the contract.
5. Each bid shall be sealed and addressed to the Village Mayor and shall bear on its face the name of the bidder and the statement, “SEALED BID FOR SOLID AND YARD WASTE COLLECTION”
6. Each bidder must satisfy himself by his own observation as to the quality of work to be done and must bid to collect, remove and dispose of all solid waste defined herein for the Village of Jeffersonville during the life of the contract.
7. The successful bidder must submit proof of an approved disposal site. Said proof shall be in writing from the Ohio State Department of Health and/or the Ohio E.P.A. The location of the approved site, including County, and the estimated life of the site shall be stated in the bid. All solid waste material collected shall be disposed of outside the corporation limits of the Village.
8. The Village Council reserves the right to reject any or all bids, to accept any bid that may be deemed to be for the best interest of the Village of Jeffersonville, and to waive any irregularities.
1. The intent of these specifications is to provide for the adequate collection and disposal of certain solid waste materials for the various residences within the Village of Jeffersonville. This program is intended to serve the following:
a. Single family residences and duplexes
b. Multiple family residences not requiring dumpsters
c. Municipality owned properties (see instructions below)
d. Two (2) Thirty (30) Yard Dumpsters for public use for two - one day periods per year (see instructions below)
2. According to the most current records of the Village of Jeffersonville, the total number of residences, and other accounts eligible for the collection service numbers approximately 379 collection units. The Village shall provide the contractor with a firm number at the beginning of the contract. The number of collection units shall be adjusted monthly. This adjustment will be based on the number of increased collection units less any decreased collection units.
3. Payment shall be made to the contractor each month, after approval of invoices by the Fiscal Officer. The invoice shall be based and payment made to the contractor by multiplying the price bid per collection unit times the collection units plus any current State or local fees.
4. As used in these specifications the term “Solid Waste Materials” shall include the following:
a. Garbage — which means all refuse of animal, fish, fowl, and vegetable matter used for food for man or intended to be so used.
b. Refuse — which means all bottles, cans, newspapers, magazines, the remainder from substances reduced by fire, and also any other articles capable of being enclosed in containers or bundled to the size permitted by these specifications. It is understood that certain items within the defined term “refuse” are also recyclable. Citizens will be encouraged to recycle but these items are to be removed if placed with other solid waste.
c. Trash — means broken discarded or worthless items provided they meet the size specifications permitted by these specifications.
5. As used in these specifications, the term “Solid Waste Materials” SHALL NOT include the following:
- Tires
- Batteries
- Any other items which now or in the future may be excluded from landfills by Federal, State or Local regulations.
6. All collections shall be made by the contractor once per week on weekdays according to a schedule, which shall be determined from time to time by agreement of the contractor and the Village Mayor. All collections shall be made within the hours of 7:00 am and 6:00 pm on the same day for all components, solid waste, and yard waste, unless otherwise approved by the Mayor.
7. All containers, plastic bags, yard waste bundles or bags and other items for pickup shall be placed at a point readily accessible (the curb line wherever practical and not inconsistent with the use to which the premises are put, the rear of buildings if such have access by driveway or alleyway) to the collector who must remove the entire contents of said containers.
8. All items for collection must be placed at the point of collection no later than 7:00am on the day of collection. There will be no return calls for cans that are not at the point of collection by 7:00 am. If a customer’s trash is missed and all items for collection were placed at the point of collection no later than 7:00 am on the day of collection, Contractor shall pick up the customer’s trash the day immediately following the day collection was missed. Failure of the Contractor to pick up customer’s trash shall result in a deduction from the monthly payment for service proportionate to the missed pick ups.
9. Collections will be made on all holidays except Christmas and New Year’s Day. Collection for these days will be made the following work day. If a contractor wishes to make exception to this, the exception shall be noted on the bid form
10. It shall be the duty of all occupants of every dwelling house or other building in Jeffersonville to provide suitable containers to be handled by the contractor or his agents.
1 1. The contractor agrees to provide (1), 8CY each, containers to be placed at the following Municipality owned Locations:
a. Village Garage — 77 N. Main St.
b. Village Pool — 48 Colonial Dr.
c. Village Park — 23 W. High St.
The containers are to be emptied during a once per week collection schedule as determined in Article 6. In addition, an 8CY container shall be placed at both the Jeffersonville Swimming Pool and the softball fields upon written notification by the Village Mayor that said containers are necessary. The cost for these containers shall be included in the price bid for the contracts. The bid must include one (1) wheeled garbage container per household.
12. All Solid Waste Material containers must have a cover and have maximum capacity of 96 gallon and shall not exceed 75 pounds in weight per container when full. The contractor shall exercise care in handling of containers and lids and all shall be replaced in orderly manner at the pickup site. Containers for Senior Citizens and the Disabled will be returned to the point of pick up at each residence.
By sale or rental, the contractor may supply additional or larger size bins which are acceptable containers
- billing the customer separately. Oil drums, barrels, and other such large containers will not be acceptable as refuse containers. These containers will be removed as solid waste and not returned.
All service routes for the contractor shall be approved by the Mayor.
13. Each collection unit shall be a single 96 Gallon Container on a regular pickup basis. On an occasional basis more items shall be removed by the contractor. The contractor shall have the right to determine if an occupant regularly has too great a volume to qualify as a single user. This user shall then be required to provide a separate source for collection.
14. One (1) large item of refuse or trash such as washing machines, hot water heaters, sofas, overstuffed furniture, etc., will be picked up at least once per month if they can be handled by one person or if they are disassembled so that one man can load them into the truck. Items too large for one person to pick up must be disposed of by the customer. Mattresses and furniture must be covered by the customer prior to removal. Protective covers will be supplied to customer upon request at an additional charge.
15. Arrangements for the collection and disposal of solid waste material in excess of the quantity, capacity, and weight outlined in these specifications and the resultant cost of removal thereof, shall be made by the customer. This service shall be available from the contractor in addition to the general requirements of this contract.
16. The contractor agrees to provide yard waste pick-up for the collection of brush, small limbs, leaves, and yard waste at all of the eligible collection units for yard waste materials. Brush must be tied in small bundles, not to exceed 5 feet in length. Large limbs and trees will not be accepted. Grass clippings, leaves, and other yard trimmings may be placed in separate biodegradable containers (brown paper yard waste bags) or combined with other Solid Waste Materials.
17. The Village will permit residents to use two 30 Yard containers provided by the contractor at its expense for two-one day periods each year of the contract, referred to as the Village “Clean-up Day”. Contractor will deliver the containers with notice from the Village containing the date, time, and place for the delivery and pick up of the container.
18. Separation of solid waste materials shall not be required at the beginning of the contract. If, during the term of this contract, Federal, State or other regulations mandate separation the Village agrees to take the necessary actions to require this separation.
19. If certain elements of the Solid Waste Material are required by Federal, State or other regulations to be eliminated from approved disposal processes or banned from pickup, the Village will provide the necessary support to permit compliance by the contractor and to make contract amendments to address waste handling and additional costs.
20. Any change in pickup resulting from sections twenty (20) and twenty-one (2 I ) of these specifications shall be subject to adjustment of fee structure which shall be negotiated by the contractor and Village Mayor with approval of Village Council.
21. The contractor shall at all times use such equipment and employ such workers as will secure a satisfactory rate of progress and quality of work required for the performance of all the operations connected with the work embraced under these specifications. Contractor will maintain liability insurance in an amount of no less than one million dollars and workers compensation on its employees at all times. Proof of this coverage shall be provided to the Village with the bid documents.
22. All receptacles or conveyances used by the contractor for the collection and removal of garbage and refuse shall be kept clean and sanitary.
23. All labor and equipment necessary to carry out the provisions of these specifications shall be furnished by the contractor. Consideration of all bids submitted will be on the basis of using compaction-type trucks specifically designed for the collection and disposal of garbage, refuse and recyclable materials.
24. The contractor agrees to provide a monthly report to the Village of Jeffersonville identifying the following information:
a. Month and year
b. Total tons of solid waste collected
c. Total tons of solid waste disposed
d. Name, address and phone number of the locations of BAT Facilities used for disposal of solid waste.
e. Name, address and phone number of the locations of Recycling Buyer, Brokers, or Facilities in which recyclables were delivered.
f. Name address and phone number of the locations of yard waste facilities, programs or activities in which materials were delivered.
25. All work shall be done under the direction of the Village Mayor, and all details of such work not herein particularly specified shall be done in a manner acceptable to him. This authority shall be corrective only and not supervisory in nature. In case it shall appear at any time that the work or any part thereof is not being properly done, the same shall be immediately corrected upon demand of the Village Mayor. An omission on the part of the Mayor to call attention of such defect shall not be held to be a waiver of the right to do so.
26. In case of failure of the contractor to comply in any respect with these specifications or the contract is not being carried out in good faith, the Council shall have the right and power to declare the contract null and void and may direct the Village Mayor to re-advertise for bids to complete such contract and to
commence suit for breach of said contract. The Village Mayor may also be authorized to provide for the collection, removal and disposal of garbage, refuse and recyclable materials until a new contract can be bid and executed.
27. The contractor shall indemnify and hold harmless the Village of Jeffersonville, or any of its officers or agents, against any or all claims of infringement on any patent right in use of performance of its work hereunder and the said contractor shall indemnify and hold harmless the Village of Jeffersonville, or any of its officers or agents, against and from all suits or actions brought against said Village or its officers or agents and also from damage and cost resulting from negligence or carelessness or otherwise in a performance of said contractors obligations under this contract or from defective or improper appliances used in performance of the same.
28. The contractor shall comply with all statutes relating to liability insurance, working hours, minimum wages, and provisions against discrimination of any work because of color, race, creed or sex.
29. All parts of these specifications are intended to be explanatory of each other but, in case of misunderstanding or doubt, interpretation of the Village Mayor shall be final.
30 The contract to be awarded hereunder shall:
a. Become effective on the first day of June and shall continue through the thirty-first day of May. The bidder may, as an option, submit his proposal for any additional
period(s) over and above the time period outlined and specified within these instructions and specifications, up to a maximum of five (5) years.
b. Be subject to cancellation at any time, upon 90 days written notice by either party.
c. Provide that the performance of the contract shall be property secured by a performance bond in an amount equal to three months of service. This performance bond shall be

e. Requires performance of the requirements contained in this document.

Village of Jeffersonville, Ohio — 2026 Water & Sewer Rate Adjustment
The Village of Jeffersonville announces a five percent (5%) increase to both water and sewer utility rates, effective March 1, 2026.
Purpose of the Adjustment
This rate increase supports the continued operation, maintenance, and improvement of the Village’s water and sewer systems. It ensures regulatory compliance, system reliability, and long-term financial stability for the utility enterprise funds.
Summary of the Change
Beginning February 1, 2026, all existing water and sewer rates will increase by five
percent (5%). The adjustment applies to all customer classes and affects both base charges and usage charges.
Adoption Process
The ordinance establishing the rate increase will be considered over three readings by the Village Council, as required by Ohio law.

<September 23, 2025> The Village of Jeffersonville has entered a new contract for the Natural Gas Community Aggregation program and renewed the contract with Dynegy for the Electric Community Aggregation program.
The natural gas aggregation contract restarts the program after a year pause due to not being able to find a competitive fixed rate from retail natural gas suppliers. The newly signed agreement is with AEP Energy at a fixed rate of $0.6349/Ccf beginning on the November 2025 meter read date and ending on the November 2027 meter read date.
Opt-out letters for the natural gas aggregation program were placed in the mail to eligible residents on 9/22/2025 and residents receiving the letters will be automatically enrolled in the program. Residents who wish to opt-out of the program and remain a natural gas supply customer through the Standard Choice Offer (SCO) can opt-out by contacting AEP Energy at 1-877-726-0214. The SCO rate is a variable, market-based rate which could lead residents to paying higher costs during the winter heating season.
The Village of Jeffersonville has also renewed the Electric Community Aggregation program’s contract with Dynegy for a 29-month term at a new rate of $0.0908/kWh. The current rate of $0.0718/kWh will remain in place with Dynegy through the December 2025 meter reading date for participants’ account.
The increased rate for the electric program comes after high increases to PJM’s base residual capacity auctions over the last two auction periods. The increased capacity costs throughout most of the country are due to significant growth projections in demand for energy. The Electric Community Aggregation rate of $0.0908/kWh is lower than AES Ohio’s current price to compare of $0.0945/kWh, and our Consultant, AGE Powered by Priority Power, expects the savings to grow over the 29-month term of the agreement.
Dynegy will mail opt-out letters for the Electric Community Aggregation program in early October to eligible residents. Those receiving the opt-out letters will be automatically enrolled in the new rate. If you wish to opt-out of the program and remain an electric supply customer with AES Ohio, you can contact Dynegy at 888-682-2170.

New Ordinance: Excavation Permits & Utility Location Requirements
The Village of Jeffersonville has enacted an emergency ordinance requiring all contractors, developers, and private excavators to submit a Public Utility Location Request at least 72 hours prior to excavation. A $150.00 fee is due upon submission.
